Mitihoon – Ban on orders without PDL: DLT and Maxim to hold regional seminars to promptly help drivers legalize
As of September 30, 2026, all ride-hailing drivers in Thailand are required to have a public transport driving licence (PDL). Those who do not have one will not be able to receive orders through the app — platforms are required to stop assigning rides to such drivers and block their accounts. For thousands of drivers, this creates a real threat of losing income, since obtaining a PDL requires time, expense, and completion of training, exams, and checks.
Maxim Thailand, together with the Land Transport Offices of Nakhon Ratchasima (Korat) and Chiang Mai, is trying to address this problem by helping partner drivers prepare for the new requirements and obtain the necessary documents promptly. From September 13 to 30, the company is intensively consulting drivers, helping with documents, explaining the training and examination procedure, and, with drivers’ consent, arranging preliminary criminal record checks. In addition to consultations, the company will hold two seminars where drivers can undergo training and prepare for exams.
In Nakhon Ratchasima, drivers are invited to a free one-day Smart Rider Program on September 17, 2026, from 8:30 to 16:30 in the hall on the 3rd floor of Land Transport Office No. 2 in Nakhon Ratchasima, located on Suranarai Road, Chor Hor Subdistrict, Mueang Nakhon Ratchasima District, Nakhon Ratchasima 30310.
The program includes traffic rules, safe driving, first aid, and insurance basics. After training, a certificate is issued: for PDL holders it will help with RY. 17/18 registration, and for those who do not yet have a PDL, it will help with admission to the written exam without additional DLT online training.
In Chiang Mai, On September 27, 2026, Land Transport Office No. 2 in Chiang Mai, located at 192 Moo 7, Chiang Mai–Hot Road, Mae Hia Subdistrict, Mueang Chiang Mai District, Chiang Mai 50100, will conduct one-day training and testing, including training and a written exam. Drivers can go directly to the Land Transport Office to participate in the event.
For criminal record checks, Maxim will coordinate the process in advance at the Maxim Chiang Mai office, with the consent of each driver.
The event can accommodate more than 100 participants, with registration open until September 21. Drivers who meet the requirements of the Department of Land Transport will be able to complete both the training and exams within a single day.
Since 2025, Maxim has been supporting drivers during the transition to the new regulatory framework: consultations, document preparation, assistance with training and exams, access to public transport insurance, and help paying contributions. According to the company, tens of thousands of drivers have received support.
Mr. Pongpath Aksaraworakarn Managing Director at Maxim Thailand said that the requirements taking effect on September 30 are “not an endpoint, but a starting point.” He emphasized that proper licensing, professional training, and adequate insurance not only help establish driving as a recognized profession, but also contribute to greater safety for passengers.
