Mitihoon – The Export-Import Bank of Thailand (EXIM Thailand), under the supervision of the Ministry of Finance, has joined forces with the World Bank and Krungthai Bank Public Company Limited to advance the Low Carbon Cities and Carbon Market Development Project, backed by 200 million US Dollars in financing. The Ministry of Finance serves as the lead government agency driving the project. The project will leverage public-sector financial mechanisms to unlock and mobilize private-sector investment in clean energy through EXIM Thailand, alongside the development of carbon market mechanisms with Krungthai Bank Public Company Limited, supporting Thailand’s tangible transition toward a low-carbon economy.
Under the project, EXIM Thailand receives a 200 million US dollars World Bank loan, guaranteed by the Ministry of Finance, to provide financing to certified Energy Service Companies (ESCOs). The financing will support investments in renewable energy projects and energy efficiency improvements for participating public-sector agencies. The initial pilot agencies include the Bangkok Metropolitan Administration (BMA) and the Industrial Estate Authority of Thailand (IEAT). The project is expected to support the installation of up to 180 megawatts of renewable energy capacity and generate energy savings of approximately 448 gigawatt-hours in annual electricity savings. In addition to reducing public-sector energy costs, the initiative will create new business opportunities for clean energy operators and establish an investment model that can be scaled up to other public agencies and areas across Thailand in the future.
Mr. Charat Rattanaboonniti, President of EXIM Thailand, said the Low Carbon Cities and Carbon Market Development Project represents an important model for turning environmental goals into tangible investments through financial mechanisms by connecting the public and private sectors with international sources of funding.
EXIM Thailand will use financial mechanisms to turn energy savings in the public sector into viable investment opportunities, creating new business opportunities for the private sector while enhancing the competitiveness of Thai businesses amid the global transition toward a low-carbon economy.
The project also represents a pioneering model that Thailand has showcased internationally as an example of how public-sector financial mechanisms can accelerate investment and support a broader transition to a low-carbon economy. The initiative was highlighted at the IMF-World Bank Group Annual Meetings 2026, hosted by Thailand from October 12-18, 2026.
“As Thailand’s specialized financial institution, EXIM Thailand is committed to connect global capital with Thailand’s green investment to ensure that the transition toward a low-carbon economy creates new opportunities for Thai businesses and sustainably strengthens the competitiveness of Thai entrepreneurs,” Mr. Charat said.
