SCBX Partners with OPDC to Launch “Typhoon” Thai LLM for AI Chatbot Pilot Project Focused on Public Sector Excellence Awards, with Plans to Expand Across Government Services

Mitihoon – Bangkok, 13 June 2025 – SCBX Group and the Office of the Public Sector Development Commission (OPDC) announced a strategic partnership to utilize Thai developed artificial intelligence to enhance government service delivery. The collaboration will deploy “Typhoon,” a Thai Large Language Model (LLM) developed by SCBX Group, to build an intelligent chatbot system. The initiative will begin with a pilot focused on the Public Sector Excellence Awards, with future plans to extend the technology to other areas of government services.

This landmark partnership brings together the strengths of the private and public sectors to promote Thai developed AI innovation for productive use in the public sector. “Typhoon” has been designed specifically to understand Thai linguistic structures and cultural contexts, making it highly effective for use in Thai-language applications.

Ms. Onfa Vejjajiva, Secretary-General of the OPDC, stated: “As the main agency responsible for reforming the government business processes, the OPDC places high priority on leveraging digital technology to improve public sector performance. Our collaboration with SCBX in deploying the Thai-developed AI model ‘Typhoon’ to create a chatbot for the Public Sector Excellence Awards is an excellent starting point for digitally driven government reform. The chatbot will provide 24/7 access to information for government officials nationwide, reducing repetitive inquiries and aligning with our mission to transform Thailand’s bureaucracy into a responsive, citizen-centric, and digitally enabled system fit for the 4.0 era.”

The pilot project will focus on developing a chatbot for the Public Sector Excellence Awards – a meritocracy program that honors government agencies demonstrating outstanding service delivery and management excellence. The chatbot will answer queries, provide step-by-step guidance, and support officials across the country in navigating the award program, ultimately reducing administrative burden and enhancing service efficiency.

This collaboration between SCBX and OPDC not only strengthens Thailand’s bureaucratic infrastructure but also showcases the potential of Thai developed AI on the global stage. It stands as a model for public-private collaboration in propelling Thailand into a fully digital future.
