CIMB THAI Bank on Monday piloted a new transition planning tool designed to help corporate clients develop credible climate transition plans and raise capital through transition finance.
The Climate Transition Canvas, developed by Jason Lee, Head of Sustainability at CIMB THAI Bank, was put to work with senior executives at an exclusive, closed-door technical workshop entitled “Advancing the Transition – the Key to Transitioning Thailand’s Businesses,” held under the Cooler Earth Thailand 2026 series at the Bangkok Marriott Hotel Sukhumvit.
The workshop drew close to 20 companies from power, fossil fuel, manufacturing and real estate — the so-called “brown sectors,” or high-emitting industries where cutting carbon is hardest and most costly. The Thai Bond Market Association and TRIS Rating’s Second Party Opinion (SPO) division also addressed the session: the former on mobilising the bond market for the transition, and the latter on what makes any sustainable-finance or transition-finance framework credible to investors.
“Almost every company within ‘brown sectors’ already has a net-zero target,” Mr Lee said. “The trouble starts when stakeholders ask what that target costs, over what period, and who inside the company is accountable for delivering it. The plan lives with the sustainability team and the budget lives with finance, and the two seldom meet. This puts both on one page, so a company can see the price of each project next to the carbon it removes and fund the cheapest reductions first.”
Thailand’s sustainable bond market has grown past a trillion baht, yet heavy industry has largely been left outside it. The Thai Bond Market Association reported in June that ESG bond issuance reached 1.1 trillion baht between 2019 and April this year, with close to 70 per cent of private-sector issuance coming from energy and transport companies that were already low-carbon. The high-emitting sectors that account for most of the country’s carbon have found it hard to raise transition finance, in large part because they cannot put a costed, financeable plan in front of a lender.
The newly-developed canvas sets a company’s decarbonisation plan and the money to pay for it on one sheet: where its emissions stand today, the specific projects that will bring them down and who owns each one, the capital required and how it will be raised, and the conditions under which the plan would fail. It is meant to be completed by a company’s own engineers, treasurers and directors in a working session, rather than written up by consultants over several months.
“A board should be able to read a company’s whole transition plan in ten minutes and know exactly what it is approving,” Mr Lee said. “That is why we piloted it with the people who will use it, rather than presenting it from a stage.”
This corporate climate transition strategy tool comes as expectations tighten around these brown sectors. Thailand Taxonomy Phase 2, published in May last year, brought manufacturing, construction, agriculture and waste under the country’s sustainable-finance classification, which now covers activities behind roughly 95 per cent of national emissions. Under its NDC 3.0, submitted to the United Nations last November, Thailand has committed to cut net greenhouse gas emissions 47 per cent from 2019 levels by 2035, a reduction that must come largely from the industries in the room.
